Jay was a henchman in the employ of the Penguin.

History

Jay was a thin man of medium build with red hair, who was partnered with the larger Raven. They stole the Vonalster Fabergé Egg. Later, they assisted the Penguin again in robbing an art museum but were stopped by Batman. He then helped the Penguin rob an art museum, but was again stopped.
