General Kwan was a soldier long before the revolution in his country, which created a nuclear defense robot that went haywire. Kwan was assigned to oversee evacuation and containment. He denied help from the Justice League, knowing the incident could not be made international. Begrudgingly, he allowed them to help him after Green Arrow saved his life.
